I know that she was born in Penza, but I don't know where. Penza city? Penza Province?

I've seen this strange and unflattering image before. I don't recall the context. It's labeled "Tataren". Many of these older images relate to the time when a massive chunk of Asia was referred to as "Tatary". She looks kinda drunk or sleepy.
