The city of Hailar came into being in 1743(Yongzheng 12,Qing Emperor) which has been 270 year from now. Hulunbuir league was under the jurisdiction of Heilongjiang Province from 1969 to 1979. In October 2001, Hulunbuir became the city, while Hailar changed into district and it is the only municipal district in Hulunbuir city."
