Amoeba records on Haight Street, in San Francisco has traditionally been a place where Tatar music is available. I've purchased a couple of Zulya CD's and some mixed Tatar folk compilations over the years. They have a Gubaidulina section. Sadly, I predict their days are numbered.
This is the closest thing I could find to Tatar music there during my last visit, with their selection getting a bit sparse. CD cover Gentleman looks Bashkir to me! I did not purchase..
Fortunately, they still have about a half dozen Gubaidulina albums in stock and I was able to snag 4 for under 20 dollars.
I'll keep you posted about the fate of Amoeba.
